  feat(tv): wake the TV over Wake-on-LAN when the gamepad connects

  Turning the pad on now switches the TV on too: the controller connect
  edge sends a WoL magic packet to the TV's MAC (subnet broadcast on every
  interface, x3). The first 10 s after start are ignored so restarting
  GameSaver with a pad already on doesn't switch the TV on.

  Settings → «Телевизор»: toggle, IP + MAC, «Найти» (SSDP DIAL /
  MediaRenderer discovery + SendARP IP→MAC), online status, «Включить
  сейчас». Waking the PC itself from the Vader 3 receiver isn't possible
  (it drops off USB when the pad is off) — see decision 0034.

  Also commits the wails-dev launch config used to test in-session, and
  a red line against swapping another session's live GameSaver.exe.
