The Settings "Проверить обновление" button promised "баннер появится
сверху" but CheckForUpdate only returned the info — never emitted
update:available, so the banner stayed hidden. Now it emits, and
bypasses SkippedUpdateVer because a manual click is explicit intent. -
The background check ran exactly once at startup. If the user keeps
the app open in the tray for hours, they never learn about a release
that lands later. Added a 30-min ticker that re-checks for the
lifetime of the process and respects the AutoCheckUpdates toggle on
every tick.
