Don't let the picker hijack Lock/Sleep
release / Build Windows .zip (push) Canceled after 0s

Pressing Sleep powered the displays down, which fired display:changed,
which reopened the monitor picker — and PrepareMonitorPick re-enabling
all monitors aborted the sleep transition outright. Same class of bug
    as the post-pick loop.

PowerMenu now calls onArmSuppress() right before LockWorkstation /
SleepWorkstation. That sets a 20 s wall-clock mute on the
display:changed handler, so the going-to-sleep display churn is
ignored and the PC actually sleeps. Because the window is wall-clock
based and the process is frozen during sleep, a wake hours later lands
well past suppressUntil and the picker shows normally.
