  Restart SunshineService on sync so Moonlight actually updates

  Reported: sync/clear buttons changed apps.json on disk (verified: 60
  entries written) but Moonlight's list didn't change. Root cause:
  Sunshine reads apps.json into memory at startup and serves that — a
  direct file edit is invisible until the service reloads (the Web UI
  works because it reloads in-process).

  The single elevated step now does the copy AND restarts the service:
  cmd /c (copy /Y src dst) && (net stop SunshineService & net start
  SunshineService & ver >/dev/null)
  The copy is gated + exit-code-checked; the restart is best-effort
  (ver >nul keeps copy's exit code authoritative for non-service
  installs). Since service control needs admin anyway, we always route
  through the elevated path now (dropped the user-writable shortcut).

  UI text + ADR 0021 updated: brief stream drop on restart, then refresh
  Moonlight.
