  Fix Sunshine sync failing with exit 1 on a Cyrillic user path

  Reported: sync died at "[1/5]" with "apply завершился с кодом 1", even
  running GameSaver as admin. Root cause: we generated a UTF-8 .bat, but
  cmd.exe reads batch files in the console OEM codepage — so the Cyrillic
  in the staged file's path (C:\Users\Администратор\…) was mis-decoded and
  copy couldn't find the source → exit 1.

  Fix: drop the .bat entirely. Pass the whole copy+restart command INLINE
  via ShellExecuteEx's lpParameters, which is UTF-16 (native Windows
  command-line encoding) — Cyrillic paths survive. Prepend chcp 65001
  so net/copy output is readable UTF-8 in the tailed log. Kept the
  copy-failure exit-code detection and the orphan-sunshine.exe kill.
